Each side has an hq. Bad side could have a giant mothership for frieza peeps introduced. Goid guys could have something like the time patrol hq. Choose good or evil.
Changes story overall. Perhaps also choose a mentor that also changes the story a little. Race would be like your class. Each having cool benefits.
Obviously saiyans have their transformations. Perhaps you choose hair and body size when you unlock each. Humans can have tech or weapons maybe? Buu can transformers.
Namekian gets it's super. And frieza gets 3 forms and gold. You create your first form upon making your character. When you unlock second form, you create that. Same with the 3rd. Each time maybe new body part options. The sides would have specific races. Only baddies can be frieza, while only goodies can be human? Not sure about this one since humans don't have a lot going for them.
Maybe saiyans to even out that transformation thing but I could see backlash all classes though can fly and the speed can be upgraded after leveling.
For PvP in the world it could go many ways. It could be all out where anything a certain distance away from the safe houses is PvP. Or it could have the middle of the city or wherever be PvP. Ooor it could be strictly asking to battle. However PvP would go, I know it would be cool to have a huge area to fight. Maybe even knock down buildings and stuff like in xenoverse.
But only you and opponent can see and it reasons after one dies or goes away. There would be enemies of varying level scattered about for missions, as well as locations to go inside for missions.
Combat could work action mmo style, but would be better suited to stay in the xenoverse style. Lots more fun.
That combat but in a large area would be awesome. Still have mentors that will teach you moves, but maybe you have to do some quests first before they will teach you. Like xenoverse, you cannot fly in the beginning. So there could be vehicles as well. But your flight will upgrade throughout. Possibly 3 or 4 stages. Meet a large number of characters from the series and interact with them.

Dragon Ball Z: Kakarot is one of the most loved and comprehensive creations in the popular Dragon Ball series.
The game tells an engaging story through the concept of a free-roaming RPG action series rather than a straightforward fighting game like Mortal Kombat X, Tekken, FighterZ or Xenoverse. Dragon Ball Z: Kakarot covers four primary arcs in the story. These arcs revolve around characters like Buu, Cell, Frieza, and Saiyan. Additionally, the game covers some of the stuff that Kai usually does.
As such, you get an engaging storyline that focuses on several battles and combat modes. Players need to complete multiple episodes to advance in the game. While the side stories can be repetitive and lack action, the main battles feel similar to the action-packed Dragon Ball Xenoverse. As per the system, you need to start with basic Ki punches and strikes. Once you advance further, you can launch powerful skills to defeat enemies. You can get in close, use combos, and follow up with special attacks.
At times, you need to use healing items, which help you finish battles without losing much energy. With epic combat and fight scenes combined with exceptional graphics, Dragon Ball Z: Kakarot makes you feel like a powerful Z fighter.
